Well unfortunately you can't really lose weight in just one spot. Weight lose is gradual and all over. Just add in a little bit more cardio..that's the best for fat burning and also some weights. This will help burn the fat that is on top of the muscle. Running is a great way to burn fat, build muscle and strengthen your core. Try running as long as you can even if its not very much, then just walk. Even just 15 mins total will help, but aim for 30 min of any cardio at least.
Cutting down on alcohol will also really help! I had the same problems my freshman year. Just remember even though your arms and legs are toned you still have to continue to use weight training with them and your abs.
