Did you guys ever notice how some people, if they are the exact same height and weight, look different. It's because of their bone size. If you have a larger skeleton, you can carry the same amount of weight as another person, yet look skinnier, cause you have more bones which make you weigh more, and you actually have less fat as a person the same size as you. I don't know if that made any sense to you guys, but that's the best way I can explain it. The way to tell if you have a large, medium, or small frame is this: wrap your fingers over your wrist, if your fingers don't touch, you have a large frame, if they touch, or over lap a little bit, you have a medium frame, and if they over lap, you have a small frame. You can tell your frame size at any weight because your wrists don't have fat on them. So, basically if you have a large frame, you will weigh more, and most weight charts don't take that into consideration. I have a large frame, and I'm 5'1", and I'm 148 pounds. People say I look like I'm only 135 or so, that's because a large portion of weight I carry is my skeleton, and I carry less fat and muscle that somebody 5'1", 148 pounds, and a small frame does. It's all relative, I hope this helped!
