So my 14 year old has a long standing weight issue, he is 5 foot 8, so tall, but 190lbs as of January.
We try to help him eat a healthy diet, but whatever we do he insists he is still hungry. Any tips as to how to moderate his eating habits?

What do you usually eat? Looking at what you eat instead of how much is usually a good start - nobody can be starved every day. He is not that big, so avoiding further gain must be a better approach than weight loss.
