I have a strange request. My daughter is 7 years old and is kind of chunky. The family doctor says in order to maintain or lose weight, she needs to lose weight in her bottom. So what I'm asking all of you is what foods (in general) go directly to her butt, and what diets would help her maintain her weight.

A doctor would not have said this. There are no foods that target specific areas. You cannot lose weight in specific areas. Weight distribution is a function of genetics. The best you can do is strength training targeting specific muscle groups. Even that isn't going to do it.
