heres the thing, cardio helps strengthen your core, which is the abdomen area. so yes, it can help. but doing a million sit ups wont do you a thing. because all that does is tone the muscle UNDER the fat. so i would suggest doing cardio until a lot of the fat is burned off, and then once theres enough to feel actual muscle, then begin doing crunches and sit ups to tone the stomach. :)

I'm not sure about the abs part. but it does shrink your stomach. What really helps is while running you hold in your stomach for a couple seconds, and release. you do that for awhile. its like stand up crunches I guess haha
